What does it mean that the Haram is a place of safety? I know of women who have been molested there.

Question

In the Qur'an it talks about how the Haram is a sanctuary and a place where after a person enters it they are safe. I've heard numerous story of women being molested, pockets being picked, etc. What does this mean in regards to this ayah?
